Yemen stability requires President's travel

The travel of the outgoing President to America has aroused long discussions within the American Administration circles.

The latest reports from Washington say that President Obama is likely to take a bold step of allowing President Saleh to come to New York for treatment, despite the Administration's resentment of the performance of President Saleh, particularly his recent press conference in which he said that he is fine and that he is going to America so as to disappear for paving the way for success of the presidential elections, however he added that he is going to make some medical tests and perhaps some surgical operations. 

If this deceives the Yemenis, it is sure that it will not deceive the Americans for they don't understand that a person is well while he is going to do surgical operations.

The matter is clear, in accordance with the publications of the leading journals of Washington post, New York Times and Los Angeles Times from their well informed credible sources that the American Administration is embarrassed to take either of two options. 

The first option is to allow Saleh to come for therapeutic reasons, on condition that he practices no political activities while in New York and the Administration will tolerate all criticism of Americans due to this visit ,for admitting an Arab President who is accused of committing crimes of killing civilians, into the American territories.

The second option is to deny Saleh admission to the country which will have a negative effect on the process of power transfer, whose disruption could lead the country into the conflicts that the Gulf and international community have worked to avoid during the few last months. 
All prospects consider the likeliness of welcoming President Saleh in a therapeutic visit, so as to help the peaceful process in Yemen, especially the power transfer through the early presidential elections scheduled on next February 21, after the implementation of the GCC operational mechanisms had so far achieved successful steps. 

The Yemenis are waiting patiently as the therapeutic visit has become a controversial issue within the American circles.

The Yemeni citizens had felt released after President Saleh signed the GCC initiative and they became more ensured after the formation of the National Reconciliation Government (NRG) and the formation of the military committee and their successful resumption to their tasks. However the tension still prevails when President Saleh appears to practice unjustified political activities, such as giving a speech or holding a dialogue that only results in creating new tension.

This is clearly evident in his last Saturday's press conference which the only new issue in it, according to observers is the criticism to the JMP, which are now partners in the NRG, or the personal criticism to PM Mohammed Saleh Basandwah who enjoys wide national respect.  
He also posed accusations to Basandwah's government, to Qatar and other several accusations to the youth who were participating in the Hayat march.

What is inferred from the press conference is that it aims at creating political tension and to disrupt the government's program.

Had it not been to the close observation of the ambassadors of the Gulf, the European countries, USA and the EU, nothing would have been achieved of the GCC initiative.
On the next day he presided over a meeting of the General People's Congress (GPC) in presence of security and intelligence leaders, in clear violation to the constitution, which forbids the partisan affiliation to these leaders. This meeting seems as if it is aiming at taking security procedures against the JMP, especially the official report of the meeting is dedicated to criticizing these parties which are participants in the government.

It is clear now that the continuation of the presence of the man became a hindrance to the implementation of the GCC initiative in its first phase which will lead to the early presidential elections. His therapeutic travel became an absolute necessity for the success of this stage.
His stay outside Yemen is also important for the success of the second transitional phase. He announced that he intends to return to lead the opposition during this phase, however the opposition he is speaking about is not clear, because his party will remain to be a partner in the government all along the stage.

If he obtains the judicial immunity, it will consequently requires denying him performing any political activity in the upcoming period as it is known in such cases. The Gulf and international community who are committed to implement the GCC operational mechanism, should work to spare Yemen the conflicts. They must be careful to provide all reasons for the success of the GCC initiative. This cannot be achieved as long as President Saleh is in Yemen with his relatives continuing to pursue  the leadership of several military and security units.
